i am Australian, my wife is filipino of 21 years. are we eleigble for dual citizenship.

My sister in law is in a similar position, her husband of nearly 30 years is Japanes.

Your wife and your sister in law can be dual citizens. You cannot, though, nor can your Japanese brother in law. Foreigners cannot avail of dual citizenship, only people who were natural born Filipinos.
